It follows an outcry last year after the Tory-LibDem Coalition scheduled its AV poll to coincide with the Holyrood elections.
There is growing backing for the public to be given its say on plans to elect peers. Labour leader Ed Miliband called for a referendum, while a cross-party report on draft plans is set to support the idea.
