Ed Miliband will warn that newcomers to the UK have to contribute and apologise for not listening to public concerns.
His moves to reposition his party on immigration, one of the reasons Labour believes it lost the 2010 General Election, will put further pressure on the Tory-Lib Dem Coalition.
