The warning will come tomorrow when the Christie Commission on the Future Delivery of Public Services, set up by First Minister Alex Salmond, publishes its report.
It will present a vision for the radical transformation of how Scotland’s public services are delivered and says that the “public service landscape is unduly cluttered and fragmented and that further streamlining of public service structures is likely to be required”.
