Report urges public law-making chamber

RANDOM members of the public, selected along the same lines as for jury duty, should be asked to serve for up to two years as members of a revising chamber of the Scottish Parliament or a replacement for the House of Lords, according to the Electoral Reform Society.

Their report on "Democracy Max" suggests redrawn boundaries so local authorities would be smaller and better able to respond to local wishes.

However, it will shock some that those campaigning for enhanced democracy are advocating non-elected representatives selected by random ballot.
