The Coalition Government must act to end uncertainty" over returning troops from Germany, the SNP has warned.
Defence spokesman Angus Robertson said the current position was affecting both the personnel and Scottish communities which may house them.
His comments came ahead of a visit to Germany where he will meet with senior politicians.
Ex-Defence Secretary Liam Fox pledged to double the number of Army personnel in Scotland by bringing units back from Germany.
Coalition ministers are expected to announce within weeks the results of a review into where they may be based.
Mr Roberston said: "The UK Government has already decided to end flying operations at two out of three Scottish RAF bases and massively cut RAF personnel and they promised to more than make up the difference by doubling the low Army numbers in Scotland.
"However, they have already gone back on their promise to build the appropriate barracks, and I fear we will see the continuation of shoddy defence decisions for Scotland."
He is visiting Lower Saxony, home to the Royal Scots Dragoon Guards, The Highlanders and other units. He will meet Premier David McAllister.
Meanwhile, the Commons Defence Committee has urged faster progress on plans to bring thousands of troops back from Germany to Scotland.
