WESTMINSTER plans to cut civil servants' conditions could leave Scotland with a two-tier system for state employees, according to unions.
The PCS union at UK level reacted with fury to the proposals to lengthen hours, limit flexibility and reduce holidays, but in Scotland the union has expressed further concern that it could lead to two different sets of conditions for staff depending on whether Scottish Ministers or Whitehall are the employers.
