Labour, while supporting proposals in the Government's Victims and Witnesses Bill, questioned the scale and pace of the changes.
Mr MacAskill will now advance his plans, which include proposals such as offenders paying towards the cost of supporting victims and the payment of compensation in every case where someone has suffered injury, loss or distress.
