The Smith Commission has delivered its recommendations on the devolution of further powers to the Scottish Parliament.

The Commission has recommended that Holyrood should be able to set its own income tax rates and has backed the devolution of air passenger duty.

It has also suggested a share of cash raised from VAT be assigned to Holyrood and indicated that Holyrood should be allowed to create new benefits in areas where it has devolved responsibility.
