The UK Government paper presents four options for English Votes for England Laws; three from the Conservatives and one from the Liberal Democrats.

Labour boycotted what it dismissed as a "behind-closed doors stitch-up". A short consultation period now ensues.

*Tory option 1. The "Norton Plan".

First two stages of an England-only Bill - Second Reading and Committee Stage - restricted to English MPs. Final two stages - Report Stage and Third Reading - "governed by convention" Scots would not vote.

*Tory option 2. The "Clarke Plan".

Second Reading, the first real debate on a Bill, would involve all MPs. The Committee Stage, where detailed scrutiny takes place, would involve only English MPs in proportion to party size. Report Stage, the last amending stage, would be English MPs only. Third Reading, the final vote, would involve all MPs.

*Tory option 3. The "McKay Plus Plan".

Second Reading involves all MPs. Committee Stage would involve only English MPs in proportion to party size. Report stage would involve all MPs. A new stage would be introduced, enabling only English MPs to support or reject a Legislative Consent Motion. Third Reading, involving all MPs, would follow but only if the Motion had been passed.

*Lib Dem option. The "Double Lock Plan".

Introduce a new parliamentary stage before Third Reading involving only English MPs in proportion to party size, so nothing could be imposed by a minority of English MPs and Scottish MPs. This produces the "double lock" ie approval would have to be by a majority of English MPs and then later by UK MPs as well.
