How the Tories' plan for Evel would work.
*First main Commons debate, Second Reading, would involve all MPs.
*Detailed scrutiny, Committee Stage, when amendments moved, England MPs only.
*Report stage, when any detailed changes are considered further, would involve all MPs.
*After that, new stage introduced - English Grand Committee made up of only English MPs in proportion to seats parties have won at General Election.
*Grand Committee would vote on Legislative Consent Motion(LCM) to agree final look of Bill by English MPs only; without this consent, Bill or part of Bill could not proceed to final stage; it could go back for consideration by all MPs. This represents the English veto.
*Final stage, Third Reading, involving all MPs, who could not change final look of Bill, only agree to take it or leave it. If voted down, Bill would return to square one; if passed, would move to Lords.
*Any changes put forward in Lords would return to Grand Committee Stage for second LCM and process would then proceed to final Commons vote, again involving all MPs.
