A Scottish Parliament with more tax powers will decide to lower them, George Osborne predicted.

The Chancellor insisted the three-party pledge on more powers for Holyrood would be "honoured in full". But he told delegates: "When Scotland is rightly given greater control over its taxes, I suspect the people will choose to put them down, not up."

Mr Osborne also suggested that a knock-on effect of giving Scotland more powers over laws and taxes that this would be extended to other parts of the UK.

"We are also absolutely clear that as Scots get more control over taxes, it is right that Northern Ireland, Wales and England should get more control over their taxes and their laws too," he added.
