A Conservative minister has accidentally claimed Scotland is an "England and Wales only" issue.

Chris Grayling, the Commons leader, mistakenly listed the Scotland Bill as legislation potentially affected by so-called 'English votes for English laws'.

Aides to Mr Grayling described the mistake as an "unfortunate administrative error" that was being corrected.

The answer was given in answer to a written question from Kirsty Blackman, the MP for Aberdeen North.

She had asked Mr Grayling what Bills would be classed as English or English and Welsh under the proposed new evel system.

The answer she received included the Scotland Bill currently going through the Commons.

Ms Blackman told MPs she had laughed when she saw Scotland listed as 'England and Wales only'.

Scottish MPs have accused ministers of wanting to create two tiers of MP with the evel proposals.

MPs are due to vote on the plans on July 15.
