Ross McNeil put Rovers ahead after 29 minutes and Mark McGuigan added a second after 80 minutes.
Arbroath slipped to second after losing 2-0 at home to East Fife. Allan Walker and Kevin Smith scored in the second half.
Annan Athletic collected their first win of the season by beating Berwick Rangers 2-0 at Galabank. Stuart McColm put Annan ahead after 64 minutes and Kenny Mackay doubled their lead.
Barry Ferguson's Clyde dropped to ninth after a 1-0 defeat at East Stirling. Jay Doyle was the matchwinner with his first goal for Shire in the 79th minute. Clyde's Ryan Frances was shown a late second yellow card.
A stunning quick double from Paul Woods gave Queen's Park a 2-1 comeback win over Elgin City at Airdrie.
He netted twice in a minute in the second half after Shane Sutherland's 34th-minute opener.
