Biggar have shown their ambition by attracting Bruce McNeil and Rory Sutherland from Hawick to Hartreemill.
McNeil, the prop/back-row and captain at Hawick, is a club internationalist and a former pro with Edinburgh. He had been courted by many clubs, including top-flight side Ayr, over recent weeks.
His decision leaves Hawick with a big gap to fill and Phil Leck, the head coach at Mansfield Park, is likely to appoint a successor as captain swiftly, with other players rumoured to be ready to depart.
