When choice is meaningless

The title suggests it was framed to be helpful. The 2004 Additional Support for Learning (ASL) Act is intended to provide parents of children who have special needs with more choice in where and how they are educated. For Sean and Nadine McArthur, the act was to be the means by which the best education, tailored to meet the needs of their five-year-old daughter, Jessica, would be delivered. Jessica is blind and epileptic and has cerebral palsy. Her parents believe the independent Royal Blind School in Edinburgh would help her reach her full potential so that she could be in a position to communicate her needs to future carers (she needs round-the-clock assistance).
