MICHAEL Gove has long thought that more of the civil service should be moved from central London and sent to all four corners of the UK. Now his zeal extends to the House of Lords, raising the possibility of members of the upper house, including Tory peer Michelle Mone and Labour's George Foulkes, having to pack their bags.

Asked by Andrew Marr if the Lords was going to move, for example, to York, the Minister said: "I think it would be a good thing if people were to see parliament closer to different parts of the UK. I don't see there's any reason why we can't have more operations of the UK parliament in Scotland, Wales and Northern Ireland."
