So the ex-Manchester City captain will take the armband in Seville.
Greg Taylor and Kyogo Furuhashi also remain out through injury.
While new boy Giorgos Giakoumakis is still getting up to full fitness and Liel Abada misses out due to religious reasons.
In their places, in come the fit again Anthony Ralston, Ismaila Soro, Jota and Adam Montgomery.
Celtic's full starting XI: Hart, Ralston, Carter-vickers, Starfelt, Juranovic, Turnbull, Soro, Rogic, Jota, Ajeti, Montgomery.
