SOME people think that homelessness in Scotland is getting better and can be fixed overnight. Sadly, over the last year, things got worse.

Right-to-buy has been one of the highest profile housing policies of the last four decades in Scotland. It has driven a transformation in our housing system and has directly led to a major rise in the number of homeowners in Scotland. Before right-to-buy, home ownership in Scotland was less than 40 per cent. It now stands at around 60 per cent.
