THE UK should adopt a federal structure to maintain a strong and healthy Union of four nations, a Tory MP has argued, saying David Cameron's proposal of English Votes for English Laws (EVEL) was a "dangerous road to travel".

Andrew Rosindell, in a short Commons debate, put forward his Parliamentary and Constitutional Reform Bill to create a new UK constitutional settlement following the Scottish independence referendum.

The MP for Romford in London said his Bill, to be debated in January, would create a new federal framework, evolving and enhancing the role of the British Parliament and the devolved administrations.

Under his proposals, which are supported by seven parties, including the SNP and Ukip. the UK Parliament would retain responsibility for issues like foreign matters, defence, security, immigration, borders and the currency.

There would be a parliament for England working alongside a "strengthened parliament for Scotland, Wales and Northern Ireland".
