DNA testing should be used on dog mess to catch out owners who do not clean up after their pets, a Conservative MSP said.

Murdo Fraser, MSP for Mid Scotland and Fife, says use of DNA sampling kits would allow wardens to track down irresponsible dog owners who let them foul in public areas.

He wants tougher fines and for special constables to have the power to issue fixed penalty notices.

He said: "Unless wardens catch owners in the act they can't issue fines."
