The accident happened near the Dalguise turn-off north of Dunkeld at around 4pm and caused traffic chaos on the main route between Perth and Inverness.
Tayside Police said that, "despite the best efforts of emergency services", the man was pronounced dead at the scene. The road was expected to be closed for several hours.
The crash happened on a single-carriageway section of the road which has suffered a string of fatalities this year.
Robert Macdonald, 54, and his wife Valerie, 60, died when their Harley Davidson motortrike crashed on Findhorn Bridge in August.
A month earlier, decorators Mark McFarlane and Barry Murray died when their van collided with a bus carrying music fans at Ralia. In June, two lorry drivers died in a head-on crash near Blair Atholl.
Last night a Tayside Police spokesman said: "Investigators are carrying out inquiries to try to establish the full set of circumstances surrounding the incident."
A £3 billion project to dual 80 miles of the road is due to be completed by 2025.
