The bodies of the men, aged 46 and 49, were found in a property in Broadfield Avenue, Port Glasgow, Inverclyde, at about 4pm on Saturday.
It is understood officers are investigating the possibility that the deaths may be drug-related.
Post-mortem examinations are to be carried out this week and a report will be sent to the procurator fiscal.
A police spokeswoman said: "We can confirm at around 4.10pm on Saturday October 5, the bodies of two men, aged 46 and 49, were found within a house in Port Glasgow.
"At this time, the deaths are being treated as unexplained."
