Universities face fines due to Irish loophole

SCOTTISH universities are facing fines as a result of a legal loophole that allows students from Northern Ireland to seek free university education in Scotland.

Sanctions could be enforced if a high number of Northern Irish students take up their right to dual citizenship with the Irish Republic and have their fees paid as EU students.

Universities have warned this could lead to institutions exceeding the permitted number of publicly funded places, with fines likely as a result.
