OF relevance to the proposed tram-train link to Glasgow Airport is a report from the Public Accounts Committee (PAC) dated December 15 on a similar link between Sheffield and Rotherham. This was supposed to be a pilot for schemes such as the Glasgow one but has been fraught with runaway costs and delays in implementation.
The PAC reported that Network Rail’s works to modify the rail infrastructure to take the tram-trains encountered unacceptable cost increases and delays. The scale and complexity of the work and the risks involved were seriously under-estimated, resulting in a cost overrun from an initial budget of £15 million to more than £75m and the work which should have been finished in December 2015 being two and a half years behind schedule.
This does not augur well for the Glasgow Airport link and perhaps some of the alternatives recently aired in The Herald should be looked at more seriously, or we could have Glasgow's version of the Edinburgh tram saga.
