Labour will discuss their plans for further devolution at their Perth conference this month after an internal commission studying more powers for Holyrood reports back.

The party is expected to support:

l Increase the proportion of income tax set by Holyrood and hand the Scottish parliament complete control over the top rate - if the party backs Gordon Brown's ideas.

l Devolve vehicle excise and air passenger duties.

l Reserve pensions and most welfare at UK level to benefit, with National Insurance also remaining UK-wide.

l Reserve corporation tax at UK-level. Devolve work of Crown Estate then pass on the local authority level.

Liberal Democrats

Are expected to:

l Push rival parties to manifesto pledges, and use Scotland as springboard for federal UK .

l Hike its tax raising powers to 60% of spend, and convene a meeting within a month of vote.

l Enshrine Holyrood constitutionally.

Conservatives

l Lord Strathclyde still considering his review.

l Based on acceptance of devolution, but not heading towards federalism.

l Report privately to Ruth Davidson in May.

l Response "in good time" for September.
