TWO merged higher education institutions have been refused permission
by Scottish Secretary Ian Lang to call themselves The Queen's
University, Glasgow.
The Principals of both institutions, Professor Stan Mason of Glasgow
Polytechnic and Professor John Phillips of The Queen's College in
Glasgow, told staff yesterday about the decision, which they said would
be a disappointment.
In a memo to staff the Principals said they understood the proposed
name was rejected because of the possibility of setting a precedent
about the use of royal titles which is governed by rules.
Queen's University in Belfast and Glasgow University had complained to
the Privy Council, the relevant adjudicating body because, they said, it
would be unfair to them by confusing the issue about identity.
In a speech to graduates today Professor Mason will say: ''While we
have received the news with some disappointment, we believe that the
uncertainty over the title must, and indeed will, be resolved quickly.
''Glasgow Polytechnic and The Queen's College are forward-thinking and
robust institutions and we are capable of treating what others would
regard as a problem as an opportunity instead.''
The creation of the new university will not be hindered by the news,
Professor Mason will say. The ceremony is the polytechnic's last before
the merged institutions are launched as a university in April.
An alternative name will be submitted this month. It is understood
that contingency plans had been drawn up for a new name.
While neither institution would comment on the new title, it is
understood that names previously discussed -- which included The City
University -- will not be submitted.
Mr Lang told both institutions that the decision ''in no way detracts
from the importance I attach to the new university, or the valuable
contribution I am sure it will make to the economic and academic future
of Scotland.''
When he approved the merger in July Mr Lang described the institutions
as outstanding. The Scottish Office has invested #11m in the Charles
Oakley Laboratories at Glasgow Polytechnic, which provide teaching and
research facilities for science, engineering, and construction.
