ON Monday West Lothian Council takes on the services provided by the former Lothian Regional Council and West Lothian District Council. And at the end of this year it will also assume functions carried out by Livingston Development Corporation.

But the new council pledges that it will not constitute simply an amalgamation of former services. It will be ``innovative and responsive, offering high quality and value for money services,'' says Council Leader Graeme Morrice. ``We want to build on the tradition of public service in West Lothian and at the same time establish the concept of a new council with a new approach.''

That approach is embodied in the council's mission statement: ``West Lothian Council is committed to working with the people and communities of West Lothian to enhance the quality of life by providing, both directly and in partnership with others, a comprehensive range of quality and valued services that meet people's needs and aspirations, and which are delivered on the basis of fairness and equity.''

Serving 148,000 people, the new council aims to continue the area's recent transformation. Following a bleak period in the early Eighties, West Lothian has become a thriving centre for small and medium-sized businesses and established itself as a centre for inward investment from world-leading hi-tech firms.

Looking to enhance that success, the council has at the heart of its approach a commitment to consultation. Over a dozen public meetings have already been held not just to update people on imminent changes in local government, but to hear what local people think should be the priorities for the council. And the council has made clear this is not a one-off exercise but part of a continuing programme.

``To best meet the needs and priorities of our customers, we have put in place a streamlined committee system and a lean and efficient management structure,'' says Councillor Morrice. ``This is designed to enhance the council's ability to provide a corporate and strategic approach to meet the many challenges facing us.'
