Scottish Budget 2015/16: new measures
* £31.5million "performance fund" to cut NHS waiting times and improve care.
* An extra £10million, on top of £41million already promised, for councils which maintain teacher numbers.
* An extra £20million to make homes more energy efficient, taking the total budget to £114million.
* An extra £3.9million to support cycle paths and other "active travel" infrastructure.
